Mrs. Gitanjali Singh’s appointment was among several recently green-lighted by the Public Accounts Committee when the government used its temporary majority to rush through its desires. That occurred when Alliance For Change (AFC) member of the PAC, Trevor Williams arrived late from When contacted late Wednesday night after a sitting of the National Assembly, the Finance Minister declined to comment on the matter. TIGI has echoed similar concerns raised by A Partnership for National Unity (APNU) and the AFC. The non-governmental organisation, which has previously engaged government on corruption and transparency issues at public fora, said it “is extremely concerned at the recent promotion” of Singh. “As a result of this appointment, a critical role in the oversight of the financial statements of the country has been entrusted to the wife of the Minister responsible for preparing them. The auditing process by definition requires insulation from the subject of the audit, a consideration which has been completely ignored by this incestuous appointment, which is in turn likely to undermine the effective performance and operation of the OAG,” TIGI said in a statement. TIGI noted that Mrs. Singh’s appointment flies in the face of the constitutionally created OAG – a public office that has been mandated to uphold and preserve the highest standards of independence and integrity in the discharge of its constitutional functions. “TIGI is of the view that a serious conflict of interest has arisen both in professional terms and in the eyes of the public,” the organisation states. Against the background of the need for promotions and appointments to public office to eschew nepotism and/or the perception of nepotism, TIGI publicly advised Mrs. Singh of the possibility of taking the honourable and moral course of action by declining this appointment. According to the NGO, both the Minister of Finance and his wife are bound by standards of professional conduct laid down by the Association of Chartered Certified Accountants (UK) and the Institute of Chartered Accountants of Guyana, to which they belong. A central rule of professional conduct mandated by these bodies relates to conflict of interest. “TIGI is of the view that the retention of Mrs. Singh as Audit Director is likely to adversely affect the credibility of the OAG and will undermine public confidence in such an important independent office created by the constitution – the supreme law of Guyana,” said the organisation. TIGI wants President Donald Ramotar, the Auditor General and the Public Accounts Committee to remedy this situation in order to ensure good governance, greater transparency and enhanced accountability. Noting that acting appointments are inimical to the independent and fearless performance of their functions by public officers, TIGI wants the President toappoint substantively an Auditor General after due consultations with key stakeholders The people of |

Elections again, PPP loose for sure, then jail Ashni Singh, he wife, Brassington and all of them.
These PPP government aint got no f**kin shame a tell u.
Dem aint even get 1% of decency.
How long these thieves think we can tolerate this?
Oh sk*nt man, I fed up, fed up, fed up, fed up.
Better we call another elections and done.
Today recommendation is made for him to more or less Police the process inside Auditor General office because of his pass engagement and his knowledge o the Office.
Looking from the outside we the people would like the Joint Opposition to settle the score on the Auditing of the People of Guyana's money.
TIGI do like others do, take the Government to court base on the facts and stop talking to and making an-ticks because your organization is well aware of the happenings around that office.
Go to court on the President on your findings on the Finance Minister. TIGI you must duplicate Anil's action if your organization is serious about it's name; Transparency Institute of Guyana Inc.
Guyana has become a very lawless place and TIGI must show some guts in what it does. This organization can expose the Ramotar Administration to the United Nation and also meet with the President of the United States and also International Agencies like the World Bank and I.A.D.B to educate them on what is happening in Guyana.
Jagan did it to the Late President Hoyt via his mold who Hoyt appointed and thought was operating in his best interest.....
The people of Guyana demand and deserve better leadership and so just judging from this Humpty Dumpty led administration - it is business as usual when it comes to the nation's coffers.
Even the blind can bear witness to the irrefutable fact that Ramnotar is nothing more than a stooge and puppet of the master puppeteer himself - Jagdeo.
The joint opposition must not allow this and must move immediately to sponsor a motion of no confidence against the regime. This will force them to their senses immediately because given all of the constant uncoverings of graft, grand theft and misappropriatio n of public funds - the folks in power could ill afford to go back to the polls where they will face certain defeat.
The nation is patently aware that the only thing comparable to the PPP is a septic tank.
Our history has shown that despite women suppressions in Guyana, we’ve had, a few; namely Ms. Philomena Sahoye, Ms. Viola Burnham and not the least our late president Mrs. Janet Jagan. They fought and won the support of the people. Mrs. Jagan won her seat in 1947 and continued until her death for the voices of women to be heard.
Today in 2012, we are trying to put women back to the slavery, colonial and indentured days when the systems did not give them a say. Women, especially the wives of parliamentarian s and leaders, have proven to supplement their spouses to the benefit of the country. When they are qualified and dedicated to the causes, then they deserved their recognition.
Recently, my good friend Moses’ wife Sati, stood by his side by being a candidate for his new party the AFC; this, despites her strong connection with the PPP for nearly 50 years. If she was given a position as a minister or a senior appointed position, are we going to question her eligibility? Let’s be fair here for the rights of women as a person and don’t pigeonhole without seeing them perform their duties. Give Mrs. Gitanjali the opportunity that she deserves and we’ll see that her position wouldn’t be conflict of interests.
The Transparency Institute of Guyana (TIGI) seems to be operating in full programme; they weren’t affected by the cut-down budget.
Judgement says that they all will have to face their demons sooner or later before God cast judgement on them , these people are un Godly and truely corrupted and will one day have to give account for their evil works committed against the nation and they would be no where for them to hide, they will reap what they sow for sure, Judgement
Who ever the hell you are mr heartless, shameless and gutless , you are part of this corruption cut from the same cloth like those evil doers you defend. No matter how much you try to defend this moraless shedevil you are wasting your time, you are not going to convience any free thinking and intelligent people even a baby can would tell you that is a simply a blantant act of corruptiom , nepotism , cronyism and racism. The whole government should be arrested by the citizens and taken to big market and flogged , then hanged. They are behaving like bunch of gansters and should be treated like wise. I hope the decent and just people of guyana wakeup ans see these ppp devils for what they really are. And get rid of them and reclaim your country, you all deserve a better government and leaders. For a country that produced so many brillant minds why are you allowing this degenerate bunch of ppp low life drug dealers to disrespect and humilate you like that at home and abroad. It time for the Guyanese spring to start, so get up and stand up for your rights and preserve your diginity and take back your self respect. Dont be the door mat for this corrupt and shotsighted government . God bless you all and know that God hates injustice and oppresion , so stand up and be counted and unite under the banner of God. One people, one nation one destiny
This has nothing to do with whether or not she is qualified for the position. There is a conflict of interest. Do you understand what a conflict of interest is? I am sure there are other women who are just as or better qualified for the position.
