cityhallControversy is boiling over at the Georgetown City Hall over the Minister of Local Government’s rejection of the Council’s recommendation that Public Relations Officer, Royston King act as Town Clerk.

Deputy Mayor, Patricia Chase-Greene confirmed receiving a letter from the Minister of Local Government, stating that City Hall’s Legal Officer, Carol Ryan Sooba should instead act as  Town Clerk.

Councillors at last Monday’s statutory meeting agreed that King should act as Town Clerk until a police probe is completed. Six top municipality officials have been sent on leave to pave the way for an investigation into alleged financial and administrative irregularities.

However, questions are being raised about Sooba’s qualifications, competency and suitability for the job, particularly since she had been rated low compared to King for the post of Town Clerk in 2011.

Records show that she possesses no advanced tertiary qualifications and has been pursuing a Bachelor of Laws Degree at the University of Guyana since 2006. King is the holder of a Masters Degree in Communications.

Head of the Municipality’s Personnel Committee, Oscar Clarke confirmed that the office-holder of Town Clerk should possess university qualifications. Clarke said Sooba had been previously deemed unsuitable for the post “on the basis of personality and we believe competence.”

“We would not have seen her if the qualifications weren’t there but we didn’t think she was a suitable candidate from the point of view of her personality and other things,” Clarke told Demerara Waves Online News (www.demwaves.com).

Chase-Greene acknowledged that the Minister of Local Government can determine acting appointments although in the past the convention has been that the Council’s recommendations for acting appointments are accepted. “The Council will have to work with whoever is there. The Council is a policy-making body and we are an elected body and we are there to ensure that the responsibilities of the Council,” she added.

Sooba possesses several subjects at the level of College of Preceptors, General Certificate of Education and Caribbean Examinations Council. She had also enrolled for a Certificate in Managerial Law at the Institute of Adult and Continuing Education (IACE ) and a Diploma in Personnel and Industrial Relations at the University of Guyana.

Is anyone keeping trac of the number of municipalities having a government/minister imposed management and personnel. This is a serious issue and one that questions democratic principles.

The solution is municipal elections. It can be done every 4 years on a rotational basis to ensure continuity of players at th etable. The pay should also ensure the job attract qualified and committed people.
Finally, I like the canadian System where municipal politicians cant be a member of a nationbal party and national parties are not permitted to enter municipal elections, only a 'persons' can.

I see this as a political hijacking of the system.

The government should submit a list of all its personals receiving fat salaries at the end of the month n show they qualification. That's what the people must insist on. eg those a GPL, guysuco, etc.

Andy You are an idiot. Life happens and people circumstances vary as it relates to finishing a degree. Can't expect anything better from the idiots that post in this forum. Over in the US while in college we had a mother who took 20 years to finish her degree and when she got up to walk every one gave her a standing ovation. She finished the program no matter how long it took.

The Minister of Local Government has the authority and power but he must exercise that power and authority with reason. He ought to have examined the Councils recommendation against the specifications for the job and make a reasonable decision. If he had compared the qualification of the two persons with that of the job specifications he would have been able to see that Ms. Sooba does not fit the bill. The decent thing to do is for the Minister to recall the appointment of Ms Sooba and examine the matter, I do not think he had the benefit of all the information. This action by him will certainly reduce moral in the Council further. Many people have studied and qualified in the Council certainly this recent action could not be a boost to their moral and moreso their impetus to study. Further is their a lowering of the status of Town Clerk. If you check every Town clerk had a degree of some sort. Please Mr. Minister you can do better. You are a reasonable and honorable man.

Surely qualifications has its place . However in todays world experience and talent are just as important for success . Facebook's Mark Zuckerberg ; Microsoft's Bill Gates; and the well known Donald Trump are hugely successful individuals non of whom have college degrees. And then they are those in our Government with all sorts of qualifications that cannot understand a simple contract or turn 1$ into 1$+1cent. Please don't get me wrong family, all I mean to say is that we MUST let the democratic process work. Let the people/council decide who THEIR

At least the Government stealing but you still seeing some results. The city council thief and thief and bruk up the city. It seems as though there is a criminal motive here by the specific group on many of the affiliated media. While I wish Mr. Denis Scott Chabrol would have at least communicated with me to verify the information supplied, since Demerara Waves in my opinion had been a balanced media until now my opinion was wrong. I wondered why the almost fifteen years of my tenure in my former position of Legal Officer of the Mayor & Councillors of the City of Georgetown was a minimised one as Oscar Clarke being the Chairman of the Personnel and Training Committee of the Council and did actually nothing in his capacity to ensure the basic tools, much more staff were provided to do the job that I was employed to do.
Oscar Clarke has definitely failed and he has by this article descended to such such lowly level confirms his mental demise as compared to the Oscar Clarke I've known in the former years of the Peoples National Congress. Certainly his reasoning ability has significantly deteriorated.it will be interesting for Councillor Oscar Clarke to inform Denis Chabrol of Demerara Waves which political party I'm a member of. It may also be interesting for Mr. Clarke to tell Demerara Waves the status of the fraud issues of City Hall, the current status of the Police investigation. Mr. Clarke may wish to advise Demerara waves why as the vice chairman Of the Council's finance committee he was not prudent enough to allow the purported services of PNC councillor Rahaman's Camera to be used to the tune of $14,000,000 when a camera would have cost a few hundreds of thousands of dollars. Mr Clarke the signatories of these payment vouchers had to be first signed by the chairman and vice chairman of the Council's Finance Committees. There are many questions Mr. Clarke that are required to be answered by you. You are obviously campaigning for the filling of the post of Town Clerk by another less than transparent officer of whom you are supporting for very obvious reasons. It is a case of continuity of the corruption which have been propagated at the Council and your, highly qualified officers have all failed over the years, and certainly you have misled the readers of this column because I am not a student of University of Guyana Law Department since 2006. One has to possess a certain level of qualification to be accepted to the Law Program.
You have now confirmed your bias as the interviewer for the position of Town Clerk of which you were the chief interviewer of the three persons. panel that placed me at the bottom of the scale when one of your female PNC councillors who were disrespectful to me over the years stood in City Hall Compound and extolled that " that she nah want none coolie woman to be Town Clerk" It may be wise to ask Councillor Bourne and Councillor Eon Andrews of the PNC who that Councillor is.Why would you elevate an officer who has no proper character for such a responsible position.
My reasons for which I did not finish my LLB in three years are I'm working full time and running a one woman Legal Department which has to bring in the millions of dollars outstanding taxes to the council among other duties.i would advise you Mr. Oscar Clarke to withdraw your negative damaging Article from this column and apologise to me via this column. if you have any ounce of decency within you. You have not only surprised me but shocked me to know that you have descended to a gutter level. You should consult with Respectable, decent minded people of calibre like Mr. Vincent Alexander (do you know him?)as to what year I commenced the LLB, You are also advised to find out why I could not complete in three years. Certainly you held very high offices in the past PNC Government and therefore I would expect you to know what is 'leave of absence' You can also check with the Albion Police Station on the Corentyne in their 2008 records of the heinous crime committed on a 72yrs old christian widow and you can similarly seek info at the DPP's Office in 2008 on the same issue. You may further wish to know people like Judge Patterson whose family taught me to sing in the choir as I grew up in the Seventh Day Adventist Church and he attends the Smyrna SDA church with Mrs Patterson where we all fellowship, he is a sitting High Court Judge(ask them for a reference of whatever sort) Mr. Clarke,You may wish to to know from Ms. Avril Anande Trotman Joseph, Mr. Raphael Trotman, and Sheila Chapman, and Ret'd Judge Donald Trotman. Further Mr. Clarke it may be wise to find out from Mr Lincoln Lewis who I am he showed me my family roots and where I was born at Plantation Ross West Coast Berbice.You are supporting corruption Sir, the officer you are lobbying for to the position of Town Clerk has not an unblemished character and certainly cannot match my CV Mr Clarke, I'm a rounded person which of your nominees can match my experience? Former Mayor Ms. Mavis Benn taught me Protocol and trained me as a liaise on officer to the Guyana/ Berbice Association and yes Mr. Clarke, her training caused me to obtain a job on the Norwegian Cruise ship as a Bar Waitress I plied Miami Caribbean, Los Angles/Mexico but I love my country and returned here.Prominent people within your PNC know me very well and and respect me. I'm grateful to the Gov't to express the faith in me to allow me the opportunity to rescue the city council. I did not have to be a member of the PPP to be appointed.
You have hurt my family in Texas the read this article and they cried because there is no need for me to be here. My only child and my black professional daughter in law who is a Peters from Agricola left this country and never want to return but for me and they are insulted by this article. The council has failed under management like yours and I will not make you deter me from rescuing it. It is my duty as a Citizen to improve the lives of the citizens of this city. It stinks and I do hope that you do not undermine my efforts. The vulnerability of this particular officer, councillors and employees is very obvious. Are there skeletons in the closet?

He is the PRO since over 15 plus years and the Municipality's image has become worst ever. Why on earth would he think that he is fit for that position. The government should employee someone from another Ministry to fill that and other positions.

Carol Ryan Sooba. This is the level of disgrace that has Guyana where it is. In your response you presumptuously admits your incompetence at your studies at the University of Guyana from 1997-2012, including the LLB which you started in 2007 and today you proudly announced that you are still not the holder of Diploma or Degree. Furthermore, you have also highlighted your affiliations with rank and profile, prominent political and social personalities. The very reason you have been sailing through life holding posts you are unfit to and incapable of functioning in.

In your attempt to justify your means to an end you have dragged numerous persons into the plot of making you who you are, by the tone of your letter, a haughty and disrespectful individual. Positive, public figures do not respond to structured criticism. That also emphasizes your lack of managerial knowledge.

Do not cry foul, do not write long pitiful excuses, do not threaten a qualified new reporter, do not instigate fear or racial biases, do not incite your knowledge of corrupt practices.

Instead remove yourself from the office of Town Clerk with some dignity and pride, complete your Law Degree which you continue to fail courses without taking leave of absence, stop using your wits to propel you further and PUBLISH YOUR QUALIFICATIONS. Some closure can be assured.

Additionally, have you ever heard of truth and dare? The truth surfaced and you dared. You forgot to mention that Prime Minister Samuel Hinds niece a qualified staffer of the MCC with more qualifications than you, worked with you as a clerk and you denigrated her in writing and verbally. Your response is an insult to the Ministry of Local Government and by far the Hon Ministers who appointed you not once but twice, as legal officer in 1997 which job requirement is a holder of a LLB part 1 and in 2012 as Town Clerk (ag) which job requirement is a holder of a Degree or Diploma in Public Management or Public Administration.

The citizenry, political parties, interests groups and staffers of MCC should protests this move. It is not a clash of personalities, not a clash of race, not a clash of experiences, Town Clerk Sooba it is a clash of qualifications and competence. Neither of which you possess.
Admit it, demit office and move on. The public is waiting to see your qualifications.

Why the distinction, why the definition?

Mr Minister, this is a recipe for disaster. So she is not only unqualified and incompetent she is also irresponsible and loose.

Somebody please advice Sooba that qualification and experience are too different things.

Qualification is academic, technical or vocational knowledge and competency in a specified discipline measured by examinations. Whilst experience is professional and practical knowledge and competency measured by efficient and effective performance.

Double standards and shameless people. She disliked being called a coolie Town Clerk yet she reserve the right to call your daughter in law black.

Judge for yourself citizens. Take control of your city and city council affairs.

I was reading the comments on here a few days before she got appointed, the comments were completly negative and unfound. All the years that City Hall had
"so-called" well educated people in "high" positions.. it did not help, no change occurred. Now that the government decides to make a change with a new face, not clouded by corruption, with a diverse background, well educated and is not a racist, You idiots have a lot of negative/unimpressive things to say. Case and point.. There was talk about change and progress, now someone different from the norm is introduced with new ideas there is no satisfaction. I don't expect anyone to reply to my comment but if someone feels disrespected, then it's probably warranted.
