conference_centreUpset at huge cost over-runs and shoddy work, President Donald Ramotar on Friday warned that errant contractors and service-providers could be banned.

Addressing the second and final day of a National Procurement Conference, Ramotar said contractors, engineers and consultants who produce jobs more than they should cost could be blacklisted.

"I'm even asking them to examine the possibility of black listing people-contractors, engineers and consultants-who consistently produce jobs that cost us more money than they actually cost us," he told the packed to capacity dome at the Guyana International Conference Centre.

The president also announced that he has instructed the Ministry of Finance and the Attorney General's office to enforce the penalty clauses in contracts.  The relevant laws, he said, would also be reviewed.

The Guyanese leader expressed grave concern that some contractors are allowed to bid for several jobs although they are being granted extensions on current jobs.  "This tells us we are allowing contractors to bid for several jobs but they don't have the capacity. That has to be part of the evaluation because that causes overruns," he said.

Urging an end to long extensions, he dismissed rainy weather as a valid explanation because poor weather is a given because of Guyana's location near the equator.

While admitting that a lot of concerns in the media are "truth", he noted that some are rooted in "politics."

The President recommended that there be a broader pool of contractors and service providers to ensure greater competition and value for taxpayers' money.

Also recommended by Ramotar was the rotation of technical personnel in evaluating bids based on merit and nothing else.

Ramotar noted that Cabinet does not award contracts but may offer its objections that should be taken into consideration during a re-evaluation process by the National Procurement Tender Administration Board.

That's a seemingly good start, but he'll have to ban errant and corrupt Ministers too, e.g. Rohee, only then will I be convinced.

This a little to late -Donald Duck as this is like trying to close the stables after the horses have bolted.

Even the blind can bear witness and testimony that this is is another sordid attempt at hoodwinking the unsuspecting taxpayers into believing that the Ramotar Administration is serious about rooting out corruption and doing the right thing. We all know only too well that this is another round of spin doctoring from the Chief Harpic Gargler himself.

The regime should begin by requesting or rather demanding that the putrid likes of Brian Tiwarie of BK International and the rest of their surrogates return the billions that they have fleeced from the public treasury over the past two decades with the very shoddy and inferior quality of work ranging from the recent stelling fiasco to the wharf at Charity that floated away back in the late 1990s.

However, John Public is fully cognisant of the fact that this is only pure grandstanding and bluffing from 'El Presidente Estupdio' because after all the entire PPP regime are beholden to their countless croneys and comrades-in-crime within the PPP'S Friends & Family Programme.

The only reason that the Chief Harpic Gargler is making noise is because he is aware that the pressure they are getting from the joint opposition (especially from the fearless AFC) and civil society in the form of the local chapter of Transparency International is becoming patently unbearable so they will resort to any opportunity to whitewash the truth. Expect them to indulge in obeah, vodoo, kali mai, santeria, shango and even some comfah to hide their shortcomings.

The situation at Linden has clearly shown that they are literally dancing on one foot and the people at Linden no longer recognise Ramotar as President of Guyana. He is no longer welcome in Linden and the same applies to all those Uncle Toms at large such as Sam Hinds (known for speaking in the third person), Odinga Lumumba, Kwame McCoy, Robeson Benn.

The people of Linden will not accept a kangaroo commission of inquiry and there must be impartial international commissioners drawn from both the Mandela Centre and the Tutu Centre for Peace as anything less will not be seen as being fair. This is a country where there is no decency left and so if Sunday falls on a Monday - people are expected to go along with the lawlessness, institutionalis ed skullduggery and graft that permeates the entire PPP regime.

We have had enough and it is time for Ramotar and his motley crew started packing their 'Jahaji bundles' and head back to the backdam where they belong.
The PPP is on its last leg!

Give me a break. Romatar say errant contractor "could" be banned, yuh hear people contractors "could be banned". This is a non-story and the media should have gotten something more definitive from the president or call him out on his sh#%

Every where you look around you feel you getting stamped on, when it is not the gov't robbing you and living like fat cats off your sweat, it is the media reporting fall hope and not holding the PPP accountable. What really is the role of the media in this backwater country, if not to make things for the better.

Is Ramotar saying he did not know Fip Motilall was an errant contractor before he even signed the US$15.4M road project in Jagdeo's office? And is he saying he did not know many PPP cronies got contracts despite not being qualified for the contracts? In principle, Ramotar is right, but in practice, he does not impress me with his rhetoric. How about sending the GRA after these cronies who bilked taxpayers for billions with shoddy workmanship? Was this all not part of the political plan to funnel money back to the 'party' and to encourage kickbacks?

What is so special about this annoucement.
Errant contractors should have been banned a long time ago unless there was something fishy that allowed them to bid for other jobs.
This is not rocket science.
The mere fact that errant contractors were allowed to continue to bid and get jobs speaks volumes for the level of governance over such projects.

We have heard that same speech time and time again said by a different president at a different time and yet people like Brian Tiwari, Nauth and Sons among others continue to get contracts. They should have been banned years ago instead the government continues to give the contracts knowning that the work will have to be done four and five times again.

WHAT IS RAMOTAR SAYING :"END TO CORRUPTION"? Very few people in Guyana or abroad reading this news site - about corruption and fraud - will scuff at the rant that the PPP can end corruption - giving the decades of financial misappropriatio n and malpractices.

Corruption has become part of our culture. It is massive and widespread and and only a national campaign will can seriously put an end to this scourge.

Only an Independent Commission of Inquiry will unearth the history of deep-seated corruption - that has become part of our political culture.

Going back to PPP publications - in the 1970's and onward, they unearth many evidences of corruption and corrupt practices - during the rule of the Burnham regime. The root of this evil has plagued our society for more than 40 years. It will not end overnight.

Mr. Ramotar is equality guilty - as General Secretary of the ruling party - the PPP - for not coming out publicly against corruption.

When I saw him at Freedom House - three years ago, we discussed this very issue and the involvement of PPP members and supporters who were involved in corruption and he said that he agree with me that something drastic had to be done. But he did nothing up to today.

The truth is his hands and legs were tied - because a large section of the businessmen financially donated to the PPP and he had to ensure that they get the "pay-back" - they envisaged prior to paying huge donations.

And what about those contractors, party members and supporters, who were given huge contracts and have no qualifications or expertise in the areas of work?

One retired school teacher was given a contract to clean trenches and canals. He had no experience, but yet he profited from corrupt institution propagated by the PPP central office - Freedom House - headed by our good friend, Comrade Donald Ramotar.

Mr, Edghill, the self-professed Bishop, now turned financial "expert" overnight, did not talk about at the so-called training conference - is what connections those people who sit on the Tender panels have with the PPP and how were they recruited to the Panel. What are the complaint procedures and Appeal systems?

There are others questions that must be raised - does the Procurement policies match international standards and what mechanisms are put in place to ensure that after works are completed - the particular job or service is sustainable and does not crumble in a few months.

The nepotism and immoral culture that has developed over the decades will not end - unless strict penalties are put in place to the extent that very heavy fines or long-term jail sentences are prescribed.

So, the task here is to moniter the monthly or bi-weekly projects being undertaken by these fake politicians and contractors...These guys are a bunch of lazzy-ass politicans who only chat, and chat and chat again. When last did Ramotar or Benn or Hinds personally check the progress on the Amiela road. When last did Minister Anthony or minister Benn personally check on the athletic track and will it ever be completted.When will the role on role off jokes end ? These guy need to put up or shut up.
