In a statement issued Friday, the IACHR called on Guyana to use force in strict conformity with its international obligations and the applicable international principles. Guyana's Foreign Ministry on Monday said it has not received any official communication from the IACHR. Foreign Minister, Carolyn Rodrigues told Demerara Waves Online News (www.demwaves.com) that government would prefer to await the details of any request. Depending on the nature of the request, she says Guyana may consider including the findings of a planned commission of inquiry. Government and the opposition are yet to fully agree on the terms of reference for the commission. According to the information received, police officers fired live rounds at protesters in The IACHR reminded Guyana of its obligation to conduct a judicial inquiry into the deaths of these persons and the acts of violence, sanction those responsible and repair the consequences. Furthermore, the Inter-American Commission reminds that it is necessary to adopt mechanisms to prevent excessive use of force on the part of public agents in marches and protest demonstrations. In this regard, the IACHR calls on the State to urgently adopt all necessary measures for the due protection of the protesters within the framework of respect of inter-American human rights standards. The Commission notes that the rights to association, assembly, and freedom of expression are fundamental rights broadly guaranteed by the American Convention on Human Rights. Given the importance of these rights for the consolidation of democratic societies, the Commission has maintained that any restriction of these rights should be justified by an imperative social interest. In this sense, the Commission observes that the States may impose reasonable limitations on protests with the objective of ensuring that they are peacefully carried out, as well as to disperse those protests that turn violent, so long as such limits are governed by the principles of legality, necessity and proportionality. As the actions of state agents must not discourage the rights to assembly, association and free expression, dispersion of a protest may only be justified under the duty to protect people. The security operations that are implemented in these contexts should contemplate those measures which are the safest and the least restrictive of the fundamental rights involved. The use of force in public demonstrations should be exceptional and strictly necessary in accordance with internationally recognized principles. A principal, autonomous body of the Organization of American States (OAS), the IACHR derives its mandate from the OAS Charter and the American Convention on Human Rights. The Inter-American Commission has a mandate to promote respect for human rights in the region and acts as a consultative body to the OAS in this area. The Commission is composed of seven independent members who are elected in an individual capacity by the OAS General Assembly and who do not represent their countries of origin or residence. |

The Police and the Armed Forces were disrupting unlawful actions by the demonstrators who were rioting, blocked bridges, rivers, highways, roads and destroying properties. This, my friends of the IACHR were not in any way peaceful gatherings. The use of force was used after several warnings were given by the stately law makers.
How would you have dispelled a disorderly crowd when the state only purpose was to hold the peace, allow free access and prevent further damages?
In the cases of Iraq and Afghanistan, numerous notices were given by the Americans, but those 2 countries did not pay regard to the admonitions. Instead; to prevent further loss of lives and destruction of properties, the Americans waged wars. Those, my friends were the last recourses. The IACHR should have waited for the results of the commission before commenting. They are not allowing due process to take its course.
My recommendation to the authorities is to divert the public road from linden as this is not the first time this had happened. People all need to live in peace and harmony. Becasue of a lack of dialogue among the political parties, people have to suffer. Let regain peace in our society, lets be contended with what we have before it get worse
- Linden had 2 peaseful protest prior to this deadly one
-the home affairs ministry had enough time to plan for the 3rd protest noting permission was given for this protest
-home affairs minister making reference to statements made in the public hence his reason for deferring senior police officers anual leave.
-the actuall day of protest that included all and sundry including the religious bodies of linden which is rear in violent protests
-police from the community intermingled with protesters
-then up comes the killer squad with no shields or batons only arms & ammunitions
-as soon as night falls the shooting and killing of 3 while induring many.
Todate the ruling party hasn't condemned these killing with the strongest of words but choose to stand form on retaining the commandering chief of the police force from who's account shows that he is independent to the security force.
Now the biggest mistery coming out of the police is that the bullets weren't fire from their gun.All I can conclude is by saying "OH BEAUTIFUl GUYANA"

APNU and AFC has every right to stand in support of the People of Linden, they have the welfare of all Guyanese at heart unlike the ppp which is concerned only with their followers. On the point of it not being a peaceful protest, were you on the scene? on the subject of black Officers killing black people fighting for free electricity, as an Ex-Military man, let me inform you that the Miltary and Police in those situations, work on Orders from the Govt. via the Minister of Home Affairs, so regardless of what you think, the blame lies at the door of rohee and the ppp Govt.

The bauxite company generates electricity for its own purposes and sells the excess to the Linden Power Company for resale to consumers at Linden. Now if this excess is not sold to the people of Linden, it will basically go to waste, as 1. the company has no need for it and 2. They cannot produce less than 1 megawatt (The dynamics of which I don't claim to understand). So whether Linden gets it free or pays a jewel and a crown, will have no impact on BOSAI's bottom line nor on the amount that is produced. Additionally, Linden Power Company produces electricity at a far cheaper cost than GPL does.
It lends to reason then that the applicable tariffs should not be aligned with what consumers in the other parts of Guyana are paying but rather in keeping with the cost of production. We in Linden, for instance, pay more for certain commodities because of the added cost of transporting those commodities to the town. Do we insist that the price should be the same as in Georgetown or on the East Coast? No, we recognize that the reason we pay more is that the cost of getting it to us is more.
