The Guyana government and the Region 10 administration on Thursday completed drafting the terms of reference of a committee to formulate economic proposals for Region 10.

A well placed source close to the negotiations said the two sides agreed to set up a seven-member committee to craft the economic proposals.

Led by Region 10 Chairman, Sharma Solomon, his delegation would resume talks Friday midday with the central government delegation led by President Donald Ramotar.

The regional administration representatives have already submitted ideas to the government on how the economic proposals should be formulated.

Crafting of those proposals was one of several demands by the regional administration in exchange for clearing the roads in Linden  to allow the free flow of traffic to and from the region.

The two sides have already agreed to set up a seven member committee to review all areas of the electricity sector in Linden. Agreement has been also reached for government to hand back a television transmitter and a dish that had been donated by Green Construction to the region.

Presidential Advisor on Governance, Gail Teixeira said the way has been cleared for the composition of the National Broadcasting Authority now that Opposition Leader, David Granger has agreed to nominate a member. He is University of Guyana Civil Engineering Lecturer, Sherwood Lowe.

A Commission of Inquiry would also be held into the July 18 shooting death of three persons and injury to 20 others during clashes between police and protesters. The unrest’s genesis was rooted in calls by Lindeners for government to scrap a hike in electricity rates from July 1.

Government later suspended the increase and announced its intention to set up a committee to review the power sector. Linden’s electricity is generated by the bauxite company, BOSAI Minerals, and sold to the Linden Electricity Company Incorporated (LECI) that sells directly and indirectly to domestic and commercial consumers.

The increase in rates has become necessary after government decided to cut its subsidy by at least GUY$1 billion as part of efforts to bring the rates on par with those being charged on the coast by Guyana Power and Light Incorporated (GPL).

President Ramotar, during his first visit to Linden since the now one-month old unrest, told a meeting that Linden has expanded and  there are now more housing schemes there leading to increased electricity consumption even as the cost of oil continues to increase.

Now we "seem" to be getting somewhere. It took 3 lives and the destruction of property for this Govt to end its blatant disregard of the people cry for economic develop of the once vibrant town, and jobs. The people of Linden and the negotiating parties must ensure that this is just a mere empty promise to keep them quiet. The lives of these men that dies must now be in vain!

The R.D.C of Region must not leave out the it Professionals who live outside of Guyana.

Dr. Vincent Adams can serve as vital asset to all development in this region. He is well qualify to move Linden, the people of Linden and more so Guyanese to a higher level in the development and forward success of Region 10.

At the end of the day Solomon, Granger et all wouldn't remember the first names of the three people killed. Next year the politician will show up at thR anniversary with a well prepared speech to gain political milage. Sorry folks dem people death were in vain. Yuh gun have to pay for current sometime in de future. And beleive me none will remember our tarrif heroes then. How of the PNC members visit the relatives of the two shot dead at OP. How much money do you give the family annually. Can you remember their initials. Hell no!! They were used and are now buried and gone. Their families have to suffer. Sorry folks like all the other protest that were unjustified in 1992, 19996, 2001 etc., the extent of burning, looting and deaths of three persons do not justify what will eventually happen in the near future. They will have to pay.

This what I have say to the people of linden , u have a right to demonstrate , but the one that don't want to get involved , they have a right as well yo going around there business , agree to disagree and respect the rights of both side , and the evil person that burnt school , that just ring and selfish , and opposition just be a one with backbone dint play political football with people lives ,

Glad the parties are getting somewhere. Linden made the sacrifice to show sometimes we must fight and fight hard for outcomes. Lindeners will no longer be subject to one tv station. The struggles pd off. Sorry lives were lost

JUST A FEW OBSERVATIONS;

(1) Where is the rep from Linden Electricity company in this matter.

(2) In all the pronouncemments by the president about expantion in linden,jobs, job creation and the 70% unemployment issue is never mentioned.

(3) Did this President visit the hospital or the relatives of those killed.

This joker President still dosen't get it! HE'S NOT ONLY INCOMPETENT, HE'S ALSO A SNOB.

nowhere in guyana has 70% unemployment Mr. moore. those were the PNC days. Todays People has many alternatives to find work if the don't want one. Those that are said to be starving in linden are just lazy freeloaders.. Anyone can plant a garden and survive in guyana. No one in guyana should ever starve. Construction work pays 3000 - 6000 dollars a day that tax free too. So please don't bring that 70% unemployment [censored].. They are 70% unemployed but still have money to party everyday.

In keeping with the Constitution of Guyana it should be the RDC that make all these decisions. This ppp government has turned regionalism and democrecy on its head .The RDCs are surposed to govern their regions indepandently with limited influense from the national govt.

But those POWER HUNGERY PEOPLE at freedom house is constantly stripping away authority and power from the RDCs.

I hope the Press and the Opposition would put this matter to parliament and this president.

The only time that the national govt should have been dealing with BOSIA or any other company operating in Guyana is when its tax time. Outside of that all other negotiations and issues should be handeled by the regional authority.

The notion that the a central government and an executive president must make all decisions is unDEMOCRATIC. The incompetence,la zinness and corruption of this government is clear evidence that the system does not work. Failed governance in one region may not affect another. But failure of the national government impact the entire country.
