AGREEMENT BETWEEN THE GOVERNMENT OF GUYANA AND REGION # 10

On this th day of August 2012 the Government of Guyana and Region 10 hereby agree to the following:

i) That the situation of Electricity Tariffs in Linden will remain at the pre-July 1st 2012 rates and the implementation of a future tariff regime in Linden will await due consideration of the findings and recommendations of the Technical Team.

ii) The establishment of a Technical Team to investigate the electricity situation in Linden.

The terms of Reference of the Technical Team are as follows:

a) To review the existing provision and consumption of electricity in the Linden community, including the history, the costs, the tariff structure, and the subsidies;

b) To consider arrangements to provide electricity to the Linden community and the tariffs to sustain such arrangements within a sustainable time frame;

c) To examine Region 1O’s economic circumstances inclusive of the affordability of increased cost;

d) To consider the advantages and disadvantages of the integration of the supply of electricity in the Linden area into the national grid; and,

e) To examine and make recommendations on cost saving measures and options for alternative energy, including the facilitation of conservation education and conservation

The Technical Team will report to the two sides forthnightly and will present their final report within 60 days.

Both parties to the Agreement agreed to cooperate to ensure that all documents, persons and resources required are provided to the Technical Team.

The Technical Team will comprise of seven persons. Three persons nominated by each side and a Chairperson that is agreed on by both parties to the Agreement.

Three proposed by the Region 10 delegation:

And three from the Government

Mr. Norman Mc Lean

Mr. Bharrat Dindyal

Mr. Winston Brassington

The team will be chaired by Mr. Narvan Persaud who received the support of both sides.
2) Economic Programme

The two parties agree to establish an Economic Committee with the following Terms of Reference:

a) Examine all studies, all plans, all sectors and their resources in use, new resources and human resources and develop a sustainable development plan for Linden and Region 10.

b) Review all initiatives, including LEAP and LEN with the aim of gleaning the lessons to be learnt from these initiatives and make recommendations for new initiatives.

c) Review Linden and Region 10’s facilities and capacity for food self sufficiency and to the extent feasible develop a plan for self sufficiency as part of the Regional Development Plan.

d) Examine the employment situation of Linden in particular and Region l0 in general and make appropriate recommendations.

e) Review the existing framework within which private investment is attracted to Linden and Region 10 and make the appropriate recommendations.

f) To identify the issues as they relate to policies, administrative capacity, skills development, investment climate etc., which need to be addressed in order to make the new development plan successful.

g) Assess the availability of funding from grants, Donors (bilateral and multilateral), the private sector and the diaspora and make the relevant recommendations for the funding of the Regional Development Plan.

h) To hold consultations with the residents of Linden and Region 10 as well as specific interest groups such as the business, religious farming communities, women and other civil society organizations.

i) To consult with the relevant Ministries and agencies such as GO-INVEST to ascertain the present plans and potential avenues for further expansion of the economic base of the region with specific regard to agriculture, information based technology, value-added manufacturing and the services sector.

The Economic Committee will have the benefit of the existing institutional arrangement and the expertise of the Regional Democratic Council and relevant Ministries in the discharge of their functions. The Economic Committee will also give priority to development projects which will bring the fastest benefits to the Committee.

The Economic Committee will report to the two sides monthly and present its final report within 90 days.

The Economic Committee will comprise seven persons, three persons nominated by each side and an agreed on Chairperson. The names will be submitted by the two sides within 7 days and subsequent to that, the chairperson will be appointed by the two sides within 3 days.

In addition, it was also agreed that the following project will be considered for early implementation by the Government:

- i) the drainage and irrigation of West Watooka

It was agreed that the Region will identify and submit other projects for consideration that will bring the fastest benefits to the people of Linden and Region 10. The focal point for the submission of these projects is the Head of the Presidential Secretariat, Dr. Roger Luncheon.

3) Television in Region 10

a) The Government and Region 10 agree as follows:

i. That the dish and transmitter that were given to the Linden Community will be given to Region 10 Regional Democratic Council. The dish and transmitter should be transferred to the Region within 14 days of the signing of this Agreement.

ii. That it was agreed that Region 10 will apply for a broadcasting license and the Government will facilitate the granting of that license in keeping with the law.

4) Regional Land Selection Committee

The Government and Region 10 agree to the establishment of a Region 10 Regional Land Selection Committee.

The Regional Land Selection Committee will be comprised of the Regional Chairman who chairs the Committee, the NDC Chairman, the Head of the Regional Department of the GLSC and representatives from the various parties represented in the RDC in keeping with the results of the last Regional elections. This Committee will be established in two weeks.

Region 10 will develop modalities to work closely with the relevant Ministries and the communities of Linden and Region 10 to ensure that there is better communication, knowledge and involvement with regard to investments and land developments in Region 10.

Progress and congrats to Region 10 Chairman for staying the course. You led by example. The President should take a page from your book. He got it but you earned it. Proud to know that Guyana has young men with such integrity and fortitude. Your region and country is proud of you.
Time to return to nation building. One people one nation one destiny. The minority Government needs to understand the tenets of our motto and try to build a better nation for all and not some.

Now we wait to see the implementation of said agreement. However, knowing this goverenment and how vindictive it is, I'm not going to hold my breath,

If the PPP renegs on this, the people will not think twice before returning to revolutionary mode.

This is the only way Guyanese will enjoy their country.

If yuh backside scratch all yuh hear is China or India......Linden hold the Government foot to the fire, not all Guyanese in the drug business, it destroys your community, it make your people lazy and none productive......

Linden must grab hold of the Academic wealth living outside of Guyana, make demands for that group to play an important part in Region 10 development......

OK this is done and it is in public domain now not like what happen with Mr Granger. Now the rally for Saturday should be for one thing only. That is for Mr Solomon to be telling the people of Linden that progress have been made, and there is not need for any more protest at this moment he should thank them for standing up with him and ask them to now work with him in finding ways to better themselves as individuals and as a community and regional in the whole. Letting them know that Linden is open for business and that people should not be discourage from doing business in Linden. Mr Solomon should take the opportunity to warn the people of Linden of those opportunist who pretend to be in solidarity with them when there are not. but are just trying to use them as a means to their own evil agenda. I am surely with out any doubt speaking of the likes of David Hinds. Who is even suggesting that Granger and APNU loss grass root support. I wonder if the WPA give APNU any support or is it a case of this parasite(WPA) that cling to APNU for life support is now getting beyond its self. This is another test to Granger leadership be strong. Let the leader of the WPA know that cannot have its member acting in such a way while the WPA is a member of the coalition.

Did you guys really read and analyze this agreement properly?

The Government seems to be using some Soviet style tricks here, because nothing seems definitive.

The only thing that seem tangible and clear here is the return of an old transmission dish.

This agreement should have said outright that the electricity will not be raised at least for the current term of the government, and maybe subject to review and study after the net elections.

I am not condemning it, but this agreement sounds vague to me.

I truly would like to congratulate someone for a job well done but I cannot.

After four long weeks of discussions these T O R falls way of the long term needs of the region ,and the principles of regionalism in the constitution.

(1) Why no legal team set-up to draft The Legal Charter for the region(as reqired by the constitution).

(2) Why isn't the region being Incorporated and given full authority to administer the affairs of the region.

(3) What about the legal authority of the administrative council (RDC) to raise revenue and to spend monies towards the proper administration of the region.

(4) What about the legal framework regarding the future and continueing relationship between the National Government and the Region(s).

Until the constitutional issues regarding Regionalism are fully dealt with these agreements are remain vague,temparary and non-binding.

This agreement is just as good as a non agreement if the regional team do not ensure there are quantitative deliveries which will lead to qualitative changes in the life of lindeners and a monitoring and evaluation team put in place to report on the delivery of specific milestones. The goals must be specific and quantitative so that anyone can see if they were accomplished.

The acceptance of Amilia Falls power is a non starter. Build your own power generating plant. Connect it to the grid and connect the current bauxite power plant to the grid. Sell the excess after domestic use to GPL based on a power purchase agreement (PPA).get control of the taxes paid by the people of linden I.e. use it for the development of the region. Control the use of road to ensure traffic pay for its maintenance . The user of the road for commercial activities should pay for it use, development and maintenance. Use this revenue to create road maintenance jobs for lindeners. You have the right to tax to develop the region. Give the land to the people's of the region. Ensure every lindeners has a house lot with a transport or deed which they cause a colatteral for loans to develop housing
Form a linden bank owned by lindeners. Start entrepreneur incubators based on the industries of the region for lindeners. Use LEAP and LEN monies to finance bank and entrepreneurshi p. Hit your media broadcast licenses within 30 days. Let the government pay for new equipment. The rental cost for the equipment taken has cover the new equipment cost. Do not take old equipment back. This equipment will fail within weeks and you will be in the same position again at ground zero. Do not trust the PPP. the did not give you anything and they are always looking for an opportunity to take from you.

Maybe the Government should also consider building alternative roads, woe be unto us of the Diamone community dig up the road on the East Bank..the one road that link that part of Guyana.

I am not gleeful with this Agreement, however I think it is a "small step in the right direction". This agreement could also be described as a "drop in the ocean" My Indo-Guyanese friend always reiterate The PPP/C will honor the agreement as written but the PPP/C will not honor THE RECOMMENDATIONS that follow. Mr Solomon made an agreement but Mr Solomon did not include the issue related to the implementation of the recommendations . Mr Solomon should be advised that he has one shot at turning the issue of neglect of Lindenites around. Thus Mr Solomon and Region 10 Representatives should try to "BEAT THE IRON WHILE ITS HOT." that is, reach a deal or agreement on the issue of implementation before PPP/C sleeps.
