The government says it is in talks with textbook publishers and is unconcerned with the furore created by the opposition and media over its decision to buy pirated books.

This was relayed by Cabinet Secretary Dr. Roger Luncheon at a news briefing on Thursday.

“The engagement would have to be with the publishers, we’re not going to be worried with what the media and politicians say because the media and politicians do not figure significantly in our own handling of this matter.  

It has to deal with government, it has to deal with those from whom we procure these goods and those interactions I can assure you are ongoing, they have been and they continue, the interactions with the editors, owners, writers,” he stated     

Government officials have conceded that they are breaking the 1956 Copyright Act- a situation that has come to light following government’s decision to invite tenders for the supply of primary and secondary textbooks that closely resemble the originals as far as possible. The government has argued that it is more concerned with getting good quality and price for its purchases.

Following last week’s statements from the government that the purchase of pirated texts was part of its policy the UK Publishers Association said it could initiate legal proceedings.

“In light of the official confirmation by the Ministry of Education that the procurement of pirated books is approved policy, publishers will now be assessing their legal options to ensure that an end is put to this unlawful behaviour,” International and Trade Director, Emma House said in a letter to local media outlets.

House deemed government’s decision “an indisputably illegal act” that violates Guyanese law, Caribbean law and Caricom’s Revised Treaty of Chaguaramas.

On Monday Dr. Luncheon pointed out that there were options for those who felt aggrieved by the government’s policy.

“I would want to believe that the procurement principles are public principles and when they are questioned I think that the specific facilities that are available to those who feel aggrieved and therefore I don’t believe that we should take on to any level of significance what politicians are saying.”

According to Dr. Luncheon, they are dealing with an “industrial issue.”

Dr. Luncheon and the PPP/C have listened only to themselves for so long that they are now intoxicated in their own stupor and don't even realise it. They are unmindful that they are drowning in their own vomit. Like a window that has had mud smeared on it, their conscience is so seared that, even though light is shining brightly on the outside, the inside of the building is full of darkness. For sure the same people will use a different logic to accuse students who plagiarise from the pirated text books. And then they ask you, "show us the corruption." How more vile can this government get, if they could use a drug lord to help fight crime, what more won't they do?

A criminally corrupt government that outsourced its law enforcement duties to a drug smuggling criminal, whose drug smuggling and business-related activities were being protected by the corrupt government and its corrupt police force, does not surprise anyone when it chooses to buy pirated intellectual property under the guise of cost savings.

What cost is actually being saved when this corrupt government has wasted hundreds of millions of dollars on useless projects? Does the US$15.4M Amalia Fall road project awarded by government to Fip Motilall ring a bell? Do the myriad Cabinet-approved payments to New GPC for hundereds of millions of dollars in overpriced supplies ring a bell? And what about the high six-figure salaries to presidential advisors for no-show politically patronized jobs?

The intellectually bankrupt and ethically corrupt PPP regime does not care about Guyana's laws or Guyanese's rights, let alone the intellectual property rights of others.

That's why I keep describing it as LAWLESS! The Guyana Police Force can only shoot and kill Black people, but it cannot arrest lawless government officials because the fruit (police) is part of the tree (government) that shares the same root (PPP).

He could introduce a policy that uplifts the poor people, the people whose rights have been trampled on, or the general population of Guyana. with all the talk to Publisher or else. the responsibility of Government is not to solve issues on a case by case basis without appropriate legislation in place. The publisher is just one stakeholder. The writer of the book is at issue here and the responsibility of Government is to ensure the protection of INTELLECTUAL property per se.
I may suggest that the government of Guyana look seriously at embracing modern technology and encourage children to get tablets ( OLPF could be the solution
