guninhandThe Guyana Police Force says it cannot find records for firearm licences sold between August and December last year and is appealing to persons who received their licences during that period to report to the Office of Professional Responsibility.

This was revealed in a press statement from the force on Friday which came three days after the GPF announced that a female lance corporal had been placed under arrest in connection with a firearm licence fraud uncovered at the Brickdam Police Registry.

“Financial irregularities have been uncovered at the Registry involving the sale of firearm licences which are being investigated by the Police Office of Professional Responsibility (OPR) and the Criminal Investigation Department (CID).

The record of firearm licences sold for this period has not been located and consequently individuals and representatives of companies who have purchased their firearm licences at Brickdam during the period, are asked to report to the Police Office of Professional Responsibility at Police Headquarters, Eve Leary, with their licences, in order to aid the investigations,” the statement read.

The OPR is open from Monday to Friday, between 9 AM and 4 PM.

Police Chief of Criminal Investigations, Deputy Police Commissioner Seelall Persaud could not quantify the amount of money involved because the investigation has just begun.

He explained that the investigation has so far revealed that the Lance Corporal, who is stationed in the ‘A Division’ Registry Section, allegedly stashed two books of licenses which also serve as receipts.

Investigators are working on the theory that licences had been issued from those books but the money was never remitted into the police coffers and the records were hidden.

The alleged fraud was uncovered by auditors who were following the paper-trail.

So the Goat Man's police force is asking persons who acquired firearms licences between august and december to report to Eve larey to aid in this investigation. And I surpose that they expect that all those persons who recieved licences that were not eligible to recieve them will be coming forward. HA,HA .

Will this circus ever end for Guyana?

Why is the alleged perpetrator who is still on the payroll not cooperating. Why dosen't she know where the records are?

The system as regards the issuing of firearm licenses, keeping financial records and the storage of new and used receipt books/licenses is one that has been there since time amemorial. With regards the storage of old and new receipt book/licenses, they are just packed away in an unsecured room accesable to everyone at the 'A' Division Registry, including the barrack labourer/cleaner. In other words anyone working at that office can write a license and have it signed. Security at its best.

It seems as though I am now being faced with a similar situation with an undercover imagine even the accident that involved my son rodwel brummell at the corner of lamaha and carmichael where the driver seudatt ramlall struck down and drove away was placed secretly on bail by the high court I learnt about this when I turn up at court one from the prosecuter that the case is postponed until 5th february because the police report is not ready,in fact the case was not even called I was standing for a long time until enquiries was made. I then proceeded to brickdam for a police report concerning my son insurance and realized that something was wrong because the police refused to write it and told me that I can come and write it,he then said he think the man is on bail and then is when I learnt that the man lawyer apply to the high court and got a bail for ramlall of 500000 dollars,I was shocked to the bone because I called the police the day before the court day and he did not tell me anything.I hope that the police will continue the good job that they started by arresting seudatt ramlall who committed such an inhumane act.these people are really heartless and imagine the wife is calling me to make up the case for one million five hundred thousand dollars what a shame I can't imagine these people,especial ly have children I think they are selfish and life is not important,he committed such an act to drive away and to start repairing his car and surprisingly he was granted bail,he had to get contact for that to happen.Anyway the lord is on my side and I know he is going to make his name known if there is anything that the law or family try to stop justice.to god be the glory great things he hath done.

maybe a few of the laptops from the "one Laptops project" should have gone to the police force or if some of the IDB 19.8 million USD / counterpart funding 2.2 million USD currently used for the "The citizen security programme " (the majority used for salaries for the project staff and various administrative costs) had been used in this area ,this nonsense could have been averted.

This is a simple criminal act,it says who we are,It has nothing to do with any politician.The system in place to collect firearms money has checks and balances.The English man had this in place day one,it works.This police corp. did not,could not pull this off on her own. Mr Crime chief and deputy. Please allow me to remind you of three places that have records of fire arms. 1. A fireing test is done on all firearm issued and proof has to be shown before gun is handed to owner.This record is kept just below your office. 2. All fire arms has to have a GRA trace with tin number as duty has to be paid example fire arms coming thru the ports have to be declared and lodged before firearm is issued,the letter of authority from the commissioner of police has to be shown.Gra documents (computerised) and the fire arm is taken to the armory under police guard, where its documented again.The only way that fire arm is leaving the armory is to get a firing test done under police escort. The serial number of that firearm and the comm. authorization is checked and checked again. The average police officer is scared of firearm involvement more than aids.A police cpl. cannot pull this off alone,I know pretty women,GPF does not have that level!
