In the face of a call by the Guyana Trades Union Congress (GTUC) for Guyanese to be employed in constructing the Marriott Hotel, a senior company official said the use of Chinese labour was the best deal to ensure the project finishes on time.

The GTUC said it was deeply disturbed that Guyanese were being barred from working on the project at Kingston, Georgetown to the benefit of China and the hotel’s beneficiaries.

“For the absence of Guyana labour, in our country, when Guyanese are paying the bill, constitutes an attack on state-hood and is a form re-colonisation, which must be rejected,” the GTUC has said in a statement.

The confederation said Guyanese should enjoy the right to work as part of efforts to alleviate poverty, reinvestment of monies in the community and through the treasury by taxes, and reduction in dependency and anti-social behaviours.

“These elements are prerequisites for ensuring the path of social and economic equity, stability and development. China and every progressive economy understand this and so too must Guyanese,” the trade union body added.

The Marriott-branded hotel is being built by Shanghai Construction Group at a cost of US$51 million.

But Chief Executive Officer of Atlantic Hotels Inc; Winston Brassington explained that Chinese labour was being used to ensure that the project is completely swiftly. He suggested that there was a higher level of productivity among the expatriate workers.

“The issue of productivity and communication would be a cause for concern, he further noted and additionally the lack of specialised skill needed for the tasks needs to be recognised,” he was quoted as saying by the Government Information Agency (GINA).

Brassington said that despite being put to public tender, only two companies submitted bids for the hotel’s construction. That, he said, was after 23 firms initially indicated their interest and seven were shortlisted. Brassington said that Shanghai Construction Group’s initial bid, the lower of the two bidding companies, was US$ 65M, but they were able to lower the cost to US$51M with the condition that they be able to control who they employ on the site.

He said Shanghai Construction Group indicated that they had examined the level of skills available for the project as well as the levels of productivity. Brassington added that while the company was asked to employ locals, it was obvious that if the construction of the flagship hotel was to be completed within the specified time, they must have the flexibility of the inputs. The CEO said the construction company must comply with the local laws and norms, Brassington said, “For example, even though all of these workers have come by plane and will be here for the duration of the contract they have to pay Social Security and Income Tax, so in that way we’re not creating a playing field where they are given any preference over local employment”.

The AHI boss said the hotel would eventually employ more that 200 Guyanese permanently when it opens its doors next year.

Brassington took issue with the GTUC “selectively attacking” the Marriott project while at the same time ignoring the union-busting tactics by the management of the Pegasus Hotel.

“This is another example of selectively attacking what the government is doing and it’s not fair and valid when they look at everything around them,” the head of AHI noted.

The Marriott, when completed will boast 197 rooms, a large ballroom, conference centre, a casino, nightclub, restaurant, a concrete walkway and all other amenities of a world-class hotel.

This is ridiculous, I have no problem with Chinese working in Guyana, what I have a problem with is the government of my country who is ultimately responsible for the socio-economical development of our citizens not only giving them exclusive right to work over many skilled Guyanese worker and at the same time question the competence of Guyanese labour and place standard sustainability of the hotel in the hands of the Chinese in the future.

This is the reason that I will always be oppossed to this PPP regime. Time and time again they talk about progress but when one look at the facts Guyanese are never the direct beneficaries of their policies. A look at some of the major projects that this government has commited to tells the story of their contempt for the average workers . (a) this marriot project which will employ over 300 construction workers and in which 1/2 of the cost will be spent on labor, no Guyanese will be employed. (b) The agreements with the Chinese and Russian Bauxite companies does not stipulate that Guyanese make up the bulk of their work force either as managers,superv isers or skilled laborers. (c) The contract to build the specialty hospital has no input from any Guyanase Archetects or engineers and all indications are that Guyanese skilled and unskilled laborers will may not find employment their. (d)All indications are that the US$160 million Airport expantion project and the US$ 840million Amaila hydro project will only create employment for a handfull of low skilled and low earning Guyanese laborers.

In my view the writeing is clearly on the walls .This regime is not concered about jobs or poverty or crime in our society.They will continue to deny that unemplotment leads to crime and poverty. So their spokesmen and women have already developed the talking points defending thir position and will continue blameing the opposition as obstructionist.

Then there is the recently established CCTV channel. It is time that some on in the government explain to the people of Guyana how this Chinees TV channel will be of any benefit to or is in the interest us Guyanese.

I am a Guyanese living in th U.S but have lived a signification time of my life in Guyana. The response by Mr.Brassington petrifies me, and I do believe every rational thinking Guyanese. I do not know of any country in the world where a foreign company can come in and perform any contract job with the size of the Mariott project and employ no local national. For Mr Brassington to suggest that Guyana does not have workers with the skills to ensure that this "special" project is completed on time smacks of arrogance in the highest form. This is certainly an inditement on the current government which have undoubtedly allowed such gross insult on the people of my country.

Since when a project is tendered and the person who wins the tender gets to decide terms of the agreement? I thought a company would have to satisfy certain conditions before they could have even qualified for the tendering process. Surely it was up to the people who are paying for the project to make stipulations regarding employment of Guyanese in the construction phase. Brassington and others tell themselves that because the PPP won the elections they can do whatever they please without answering to the people. This project is obviously being funded by tax payer dollars. Anyway this is what Indo-Guyanese voted for. It seems that Indo-Guyanese don't care about such things as employment and getting value for money(tax dollars). Maybe they don't pay taxes like other Guyanese so they could care less. I mean the PPP obviously do not care about Guyanese because they would have kicked those chinese to the curb as soon as they open they mouth to talk crap about chinese only workers.

Back in the day we used to say right is correct.For those of you who do not know or choose not to be honest.We do not have qualified,effic ient workers in Guyana.Gtuc lets start with this fact,now move forward.Negotiate with the Chinese to have some of the best you have to work along the chinese and the Guyana Govt. to be trained and qualified.Failure to do this you will be on the outside looking in with the next large contract.Next lets get help in our trade schools,again work with the Guyana Govt.Chinese association and Marriot folks to have some of their folks train a select group of qualified youths in the various trades. That's one solution I can offer. For those of you who travel or live overseas observe large projects. Example the road projects being undertaken with US Govt. stimulus(tax payers money).Inner City rebuilding projects,you will observe who is being employed,look at their work habits,check their dress code,look how fast the job is being done,look at them eating lunch,look at them 7am in the morning,look at them 5pm in the evening,check Saturday Morning,without calling them out share the point.Learn!
Is it not a shame that we do not have youths in Guyana learning Chinese,Mr Gtuc do you know how much respect and progress you would have in a conversation with a foreign national if you knew a few words in their language,why are we not exposing our youths to language skills.Gentlemen you get more flies with honey than you do with salt.Pay attention as my kindergarden teacher would say.

I went to Guyana to look after my property. I hired a few guys to do the repairs, weeding yard etc. A little rain fell for about 15 minutes and the work force packed up. Done work for the day.
I pleaded with them to continue working but they said no. Guess this the work attitude that the Chinese are afraid of.

A condition for the Chinese to complete projects in the Caribbean and Africa is they provide indigenous labour force. The Chinese enforces this clause in all projects for these two markers. The Jamaica road project this clause was enforced. The UWI Cave Hill School of Business extension in Barbados this clause was enforced. Guyana will not be an exception.

There are two possible reasons for enforcing this clause; to get the project completed on time a discipline Chinese workforce is necessary and to gain savings to bring the project in within budget.

There are two disadvantages with this situation. There is not transfer of technology, innovation and skills to the native population thus you must be always be dependent on these Chinese companies. Second all of the resources for the project comes from china. This place competition on local companies and indigenous resources. Thus there is no development of the local industries.

The comparator cost to
Africa and the Caribbean is too expensive for the benefits on on time and within budget project completion. Third graft plays a major role in these transactions. Finally it is Neo-Colonialism. Image the PPP who hated imperialism is RE-introducing it into Guyana. The Chinese follow up with being China TV there propaganda unit to make this policy acceptable.


Guyanese should not take my word on this issue. Check Africa where china are executing projects the same polices are being executes even to CHINA TV.

Brassington and the ppp government feels no loyalty or responsibility to the people of Guyana. They will sellout guyanese people in a minute. The view that guyanese workers are not skilled enough imply we are all incompetent.

If the government and Shanghai construction had any intention of employing guyanese workers that they would have placed employment adds in the local news papers. That surely would have seen many skilled guyanese construction workers who reside in the carribean and North America respond to this opportuinity to return to Guyana to work on this project.

The intent was never there. There are hundreds of highly skilled workers in the diaspora. The fact is opportuinity for employment in Guyana has become more and more limited so many highly skilled locals leave.

At this point though the opposition must pressure government, through the ministry of labor, to make public the categaries of each classes of worker on this project and the related pay scales. The government or shanghai munt not be allowed to circumvent local labor and wage standards or encourage the exploitation of contract workers by their employers.
