Minister Robeson Benn in his capacity as acting Foreign Affairs Minister cutting the ceremonial ribbon to commission the new CCTV channel. He is assisted by China’s Ambassador to Guyana, Zhang Limin and Chairman of the board of the National Communications Network, Dr. Prem Misir.

Two broadcasting experts have rejected government’s explanation of the process it used to award a frequency to China Central Television, saying the administration has flouted the laws governing the broadcast industry.

Reiterating that the electromagnetic spectrum is a limited resource, veteran broadcaster Enrico Woolford said the manner in which Cabinet Secretary Dr. Roger Luncheon explained that the frequencies have been assigned for CCTV’s 24-hour relay smacked of opacity.

“Even if twelve countries have had a deal with China, and Guyana wants to have a deal with China, the Guyanese arrangement must be done in a transparent manner because the electromagnetic spectrum is a limited public resource,” said Woolford in his latest missive on the issue.

Luncheon’s disclosure that he merely picked up the phone and instructed the NFMU to assign the frequencies after Guyana and China had struck a deal for the CCTV to be beamed here, Woolford said, meant that government could also unilaterally refuse requests without following the law and procedures.  

“That in itself is a dangerous precedent, if indeed it happened, that Dr. Luncheon is saying because what is he also saying is that it could also happen in the reverse- the Guyana government could instruct that the frequency not be issued and that tells you that there is little transparency, there is very little accountability and there is very little reciprocity that someone could have if the government instructs in either way,” Woolford told DemWaves Online News (www.demwaves.com).

He insisted that the Guyana-China agreement for CCTV should have been done within the confines of Guyana’s laws.

The broadcaster reiterated that government should have applied for a frequency. Back in 2004 the governing law would have been the Postal and Telegraph Act which has been since superseded by the Guyana National Broadcasting Act which provides for an authority to consider applications.

He said the electromagnetic spectrum is the last economic frontier that appears insignificant but is a highly valuable and limited resource.

Communications Consultant, Christopher ‘Kit’ Nascimento, who has been integrally involved in drafting Guyana’s broadcasting laws, said the Head of the Presidential Secretariat’s explanation amounted to executive lawlessness.

“It appears that the government believes that it has the executive authority to break the laws passed by the National Assembly to which the President has assented,” Nascimento told DemWaves.

‘Absolutely” the government should have passed the application through the Guyana National Broadcasting Authority because “the law of the land is supreme.” Chairman of the Authority, Bibi Shadick has said that the authority had no record of CCTV.

We've been witnessing these violations for over 18 years so we should not be surprise. Next India will get its channel since many Indian firms and Indian nationals are here too opening mega stores and getting fat government contracts. This reminds me of a song by one of Guyana Soca Artiste back in the 1980s which was titled "Guyana Getting Just Like China." The artiste sang about all the Chinese restaurants but now they are taking over everything here in Guyana. We will soon see the lowering of the Golden Arrow Head and the raising of the Red & Gold Five Stars of China.

Personally I have no problem with the fact that Guyana now has a Chinese TV station, what I detest is the underhanded way in which the dictatorship of the PPP used to circumvent the laws of the land to grant the licence to Chinese.

A fact.....there is nothing that anyone, or any country can do at this time, that will prevent China from investing in countries around the world....in courage them to help lift Guyana out of the doldrums, but insist that thy adhere to local laws ans customs.

Get rid of the stupid PPP and replace them with men/women of integrity who would be able to champion the Guyanese cause without the need to stuff their own pockets as well, people who will insist that anyone wishing to invest in Guyana comes armed with a working knowledge of the English language and is willing to have Guyanese workers constitute at least 50 percent of their workforce.

But who is listening...the PPP feeding frenzy will continue until Guyanese develop some balls.

SOCIALISM IS A FAILURE - CAPITALISM has some credence, and good virtues, but not the current economic model - INDEBTED TO INFINITY. Once the $US was pegged to gold, then oil, but if Russia, China, Iran, Venezuela etc, peg their currencies to a 'basket' of currencies, pop goes the US dollar.

Stop dwelling on the past - it is GONE, DONE, WE CAN'T CHANGE A THING! MOVE ON. What economic lessons can we learn form: ARGENTINA, BRAZIL AND CHILE, right here in S.Am., their models are not perfect, but they are UNIQUE, and their folks are not scattered all over the blue marble.

A little perspective - the combined kilometers of; St. Barts, St, Eustatius and Saba are 56.1 km - tiny dots in the caribbean...we are almost 1,500 times larger than these 3, yet our standard of living is incomparable, WHY?

Concerning ‘AMERINDIANS’...is their adequate, reliable INGRESS or EGRESS to the interior, what are the main arteries - can they bring goods and services to market in the single old city daily????...u seem lost?
