The opposition coalition A Partnership for National Unity (APNU) on Wednesday said it planned to push for a commission of inquiry into the December 6 police shooting of protesters on a peaceful march that the police deemed illegal.

The Guyana Police Force has already defended its decision to open fire on the estimated 500 persons Tuesday morning as they approached Hadfield Street and Louisa Row.

Attorney-at-Law, James Bond, whose back was burst in several places by rubber bullets, says a probe will help set the ground-rules for police to engage protesters in the future.

“It will set out standard operating procedures for how riot squads treat persons when they are protesting,” said Bond during a break in leading a chant against the Home Affairs Minister, Clement Rohee outside his Brickdam office.

If government gives the green-light for a such a probe by a judge or other fair-minded person, Bond wants the recommendations to be dispatched to the Guyana Defence Force and the Guyana Prison Service in engaging protesters.

Police, in a statement on Wednesday, stopped short of expressing regret at the shooting of the protesters who were pressing APNU’s case for a reconciliation of the Statements of Poll in the November 28 general and regional elections to address its claims of rigging and other irregularities.

“It was most unfortunate that persons were shot, though not seriously injured, and reports have stated that children were discomfited and inconvenienced in schools in the areas of operation,” said police spokesman, Ivelaw Whittaker. The police force denied firing teargas at the crowd.

The 12 injured also included Retired Chief of Staff of the Guyana Defence Force (GDF), Brigadier Edward Collins, several elderly persons and one child. Nine persons, including Collins and Bond, were arrested Tuesday and later freed without cash bail.

APNU youth activist, Bond, however, charged that the point-blank close range shooting at the protesters amounted to a human rights violation that must be investigated.

“We believe that we must get to the bottom of who ordered the shooting, who ordered this act of barbarity," said Bond.

He expressed surprise at the apparent silence of the Guyana Bar Association (GBA) on the incident. "That the Guyana Bar Association is silent when one of its own is shot down in the streets is kind of alarming," he said.

The GBA, Guyana Human Rights Association and the Guyana Trades Union Congress (GTUC) have all condemned the police action.

Bond denies that the protesters pushed past a human barricade of members of the police force in the vicinity of the Guyana Geology and Mines Commission (GGMC) and attempted to again do so near Hadfield Street and Louisa Row when the police opened fire. Police had repeatedly told senior and junior organizers that no permission had been granted for a march and that their gathering at the Square of the Revolution had amounted to unlawful assembly. Before police opened fire, the protesters were twice called upon on loud-hailers to disperse and go to their lawful places of business.

But Bond said the persons were dispersing quietly and orderly from the Square of the Revolution when police fired the rubber bullets at them. He said they had intended to walk a short distance and eventually re-assemble at Congress Place- the headquarters of the Peoples National Congress Reform (PNCR), APNU’s major partner.

During Wednesday's picketing exercise outside the Home Affairs Ministry by at least 170 persons, they chanted "What we want, Justice," and  "Rohee Must Go". They also held placards that read, among other slogans," "Rohee you are an abysmal failure!", "Police brutality must stop," "We demand an inquiry into Dec 6th shootings," and "Home Affairs Ministry gets a big big F".

This is the type of picketing that is best. Stand outside and shout and scream ;not go on an invasion march that frightens people.

So Mr Bond wants the bar to defend him. Well he should go to court. Picketing requires a permit. Thats the rule. Follow it as you did today and even me will cross over.

Well guyanese you have a monarch who is building a dynasty for their friends and family with the help of a corrupt GECOM. This is a test of whether the opposition parties will be heeded in the future. Let's hope that the government will facilitate an inquiry. Should there be one it will be a signal to the police authorities that checks and balances are now in place.....so they must be judicious in future actions.

If you don't have a permit to protest them the police have the right to use whatever means at their disposal. Case an point at approximately these same time as they APNU supporters were protesting there was a similar protest taking place in TORONTO and OTTAWA Canada. These were Congolese protesting the resent elections in the Congo. The police was called in to disperse the crowd after repeatedly telling the crowd to disperse there were forced to arrest some individuals in the process TEAZER guns were use in Toronto and pepper spray in Ottawa. Had these protesters had the proper PERMISSION no of the would have happen. So my point is if that is the standard law and practise in the so called 1st world countries ( the same is done in the US) why is it that I see alot of people calling the government a dictatorship? Then if that is so the government of the united states and Canada which alot of you Guyanese people hold on a pedestal show also be deemed as such. Place think befor using words loosely

Thank God the APNU didn't win the elections because what they are doing today, the PPPC could not have done. It makes the PPPC stronger a government that they have to deal with this protest. The APNU should know that Guyana is a poor country and when they protest and destroy it like that they are not in the interest of anyone in Guyana. For example, during the PNC reign I remember we couldn't afford to buy food so APNU, its a blessing in disguise that you did not win because you would have run the country like you run your home without money and food. The duty of the police is to keep the peace and not to wait until matters get out of hand then deal with it. There is a history behind these protests. The police acted appropriately within their powers. End of enquiry.

No TASER guns were used. That is not true. The police used tear gas and pepper spray. Please get your facts right. And this was done, only after there was an assault on the police. This situation is quite different from the protest in Guyana. They Guyanese protestors were marching peacefully. Clearly excessive force was displayed when the GPF opened fire with rubber bullets. a very disproportionat e response. Orders came from little Donald.

The people have a right to protest, however, permission was not granted and this was told to them over and over. The people need to go get jobs. If they have work to do, they wont be on the streets. Also, it is the parent's responsibility to ensure that the children are in school. Schools are in every area in Guyana and it is with the PPPC government that we have FREE education from nursery to university. People seems to be forgetting that with the PNC, one had to pay to be educated at UG. Also, the one's commenting about PPP educational policies failing the nation's children obviously dont follow the news. Guyanese children have excelled at CXC or CSEC over the years, including this year (we have topped at least 4 subjects in the Caribbean!!!)an d that is something to be proud of.

The school which these children attend is in the vicinity of the Square of the Revolution from which place the protesters took off on their march.
What makes you so sure they cannot spell "PROTEST"? If perhaps you only recently learned to do so, do not suppose that those children are similarly challenged.
